CHAPTER 1 : INTRODUCTION
“Vietnam is an agricultural country. Our economy root is agriculture. Only when farmers get rich, can our country become rich. Only when farmers get prospective, can our country become prospective”(Ho Chi Minh – 11/4/1946)
With that in mind, Government of Vietnam always give the best supports for agriculture. Following the Country Strategic Opportunities Programme 2008-2012, Dak Nong Province was selected for IFAD support by the Government of Vietnam due to concentrated poverty levels among a diversified range of ethic minority groups. Sustainable Economic Empowerment of Ethnic Minorities in Dak Nong Province (3EM) Project was developed specifically for Dak Nong Province, and aimed to achieve sustainable improvements of livelihoods of poor and ethic minority households in poor communes of Dak Nong Province. On 9, November, 2010, the Entry into Force Date was commenced, followed by Start-Up Workshop on 24-25 January 2011. The official Project Completion Date is 31 December 2016.
In a developing country like Vietnam, the sociology and economy factors changes fast. Thus, a 6-year project requires regular, intensive assessments. The paper was served as a Recommendation Research of  the Sustainable Economic Empowerment of Ethnic Minorities in Dak Nong Province (3EM) Project. The research was conducted from 01 May through 31, May 2013, in Dak Nong Province. The research was developed with cooperation of Provincial Peoples’ Committee (PPC), Provincial Project Management Unit (PPMU), and Line Agencies (LAs) involved in project implementation.
1. Research objectives
1.1 To assess the project implementations
1.2 To identify critical issues of the project implementations up to date
1.3 Propose actions to improve the project effectiveness and ensure the ultimate goal of 3EM are reached.
2. Research question & structure
The question initiated and covered thoroughly in this research was:
“How to improve the projected implementation effectiveness of the Sustainable Economic Empowerment of Ethnic Minorities Dak Nong province?”
In order to resolve the question, 3 following components of 3EM Project were reviewed based on actual project achievements:
• Component 1: Poor and near-poor ethnic minority households and other poor have increased entitlements and skills from agricultural extension on sustainable and value added agriculture; from access to remunerative market opportunities; and from establishment of effective community infrastructure and its operation and maintenance.
• Component 2: Poor and near poor households have access to appropriate formal credit through Joint Liability Groups. Women save and borrow as members of Savings and Credit Groups and undertake income generating activities.
• Component 3: Project outcomes and outputs delivered, in a gender and 3EM sensitive, efficient and cost-effective manner; and institutional innovations adjusted to changes in the socio- and macro-economic environment and mainstreamed into the provincial system and sustained.
With consideration of actual implementations and expected achievements for each component, the research focused to identify the critical issues in implementing of each component.
Last but not least, a proposed action plans arrived to ensure ultimate goals of the 3EM Project.
3. Research methodology & scope
The research used 2 following methods:
3.1 Qualitative analysis:
a. Analysis of documents and materials: current status of project implementation was retrieved from previous reports about the projects, actual life in Dak Nong. Observations, films, pictures were recorded in Dak Nong as the supporting documents for the research. It would provide the best back group of current status of project implementation
b. Interviews were used to collect information from communal staffs, IFAD staff and Ethic Minorities Communes to understand their mindset, identify the project’s critical issues.
3.2 Quantitative analysis:
Surveys were used as a complement instrument to confirm the current effectiveness of the project and understand the local community’s requirement.
The research aimed to cover the assessment and improvement for effectiveness of the whole 3EM Project. However, due to resources limited, a sample of 2 over 5 Districts and 2 over 23 communes in Dak Nong were randomly chosen. Field visits were conducted to collect data and support research methods.
